PAF 300 Public Management - Examines the context and role of the public manager and the development of the field of public administration.  Understand why government exists and the forces that shape it and the role of public management in the operations and services of government.  Students will also be introduced to basic skills required in managing government organizations, issues faced by public managers, values that are core to public management, and challenges faced by constant change. PAF 501 Public Service Research I - Provides students with a basic framework and set of tools from which to design successful research projects, and to critically evaluate standard research literature. By the end of the semester, students are expected to be able to identify well-designed research, conduct public service research projects, and discuss issues related to social science research philosophy. PAF 509 Public Affairs Capstone - The MPA capstone seminar gives students the opportunity to apply the core knowledge, skills, and values of public administration acquired during the MPA program of study to a "real-world" project or problem. This course is intended to afford students the opportunity to practice integrating and applying this knowledge and these skills and values in ways that help them to create public value, enhance democratic governance, act ethically and professionally, improve leadership skills, and conduct research on public problems. PAF 520 Public Management - Explores public management in theory and practice.  A discussion of public management involves the environment, individuals, politics, and organizations that implement public policy.  Emphasizes both substantive (theory) and skill (practice) development.  The substance is the vast literature subsumed under the rubric of public management and organizational theory.  The skills are those associated with the practice of understanding and diagnosing public management as well further developing research and analytical skills.  Encourages students to bring their experience to the course thereby extending, challenging, and offering new perspectives to a more in-depth understanding of public management. PAF 548 Women, Politics & Policy - Explores the relationships between women and contemporary public policy in the U.S. and is organized around three main themes: (1) women’s political participation in the U.S. (and to some extent Arizona), (2) the gendered nature of U.S. public policy, and (3) understanding specific policy topics of interest to women. With guest speakers, use of case studies, and relevant movies, we will look at current research on whether women have identifiable policy interests, the diversity of women’s policy interests, how those interests are expressed, and whether women’s policy interests differ from men’s. Specific policy topics of interest will be explored including women’s legal rights, reproductive rights, family, work, economic status, and sexuality. Instructor: E. PAF 591 Performance Measurement - Increasingly public managers are told to demonstrate and raise performance.  But what exactly does performance mean and how does one go about improving it?  This course will introduce students to the concept of performance management both in theory and in practice.  The course will cover basic topics such as defining performance in the public sector, implementing strategic planning and performance management systems, using different tools to track, evaluate, and report performance, and engaging citizens in the process.
