Doctor of Philosophy in Public Administration (Ph.D.)

The Doctor of Philosophy (Ph.D.) in Public Administration is a theoretically grounded research degree designed to prepare students for an academic career. The degree may also be appropriate for high-level practitioners who want to strengthen their practice through theory-based research. The program is designed to emphasize both normative and conceptual approaches to value assessments, theoretical assumptions, ethics, and modes of decision-making as well as problem solving skills in budgeting, public personnel management, public finance, planning, program evaluation, and policy analysis.

While the Ph.D. degree is located in the School of Public Affairs, students are encouraged to tailor a course of study to fit individual needs and goals by drawing on faculty from across the University.
